Real skirt lifters existed - mechanical devices with tension springs or scissor mechanisms that could grab and lift heavy fabric to keep it from street dirt. But they were heftier and bigger - this wouldn't hold a skirt reliably. c. 1880-1910. Gold filled or rolled gold, some kind of metal. The ring would be attached to a belt or chatelaine, not actually worn as a ring.
