In the 19th century, the anchor represented hope. Also safety, and the idea of holding fast. England was a seafaring country, with a strong navy. Men lived on ships for years at a time with no way to communicate with loved ones at home. The mortality rate was high, but so was the chance to make a fortune. If you look closely, you can see forget me nots among the stippled background, the meaning is: think of me though I am far away.
