bought it from a dealer who got it with a collection of with Admiral Lord Nelson / Battle of Trafalgar stuff, but I can't verify it's as old as that (1805). HMS Victory was the name of Nelson's ship. For decades after, symbolism related to him and the ship were churned out en masse - the 19th c. British naval imagination grew up around his legacy. This piece is likely 1850s - 1900 and part of that cult. Turned bone (whalebone?) or walrus tusk or something. Conservatively, I'd say it's a Victorian maritime souvenir box (a sailor's keepsake or snuff or patch box) with naval themes - VICTORY and an anchor, blue and gold star handpainted under glass and inlaid on top. 1" diameter.
